Dear guests and citizens!

On behalf of all the Ugra citizens I welcome the strongest national teams of the globe at the 10th anniversary IPC Biathlon and Cross-Country Skiing World Championships. For the first time the Russian Federation hosts the competitions of such a level, and it is a great honour for us that the World Championships will be held in Khanty-Mansiysk. We worked hard to create the best conditions. We hope you will enjoy competitions, recreation and meeting with original culture and traditions of Ugra peoples.

There is a saying: «Strength grows in the garden of Patience». Your sports biographies are a striking demonstration of it. Every time you start the competition is a hope, it is an example of self-belief and the proving of the fact that human abilities are infinite.

And lastly a wish from Ugra – let our hills bring you good luck, bright impressions and new victories.

Dear Athletes, Coaches, Referees, Guests and Organizers of the 2011 IPC Nordic Skiing World Championships! Let me congratulate you with the start of this exciting international competition!

It will be the first time that Russia is hosting IPC World Championships. It is organized in wonderful Khanty-Mansiysk, which is considered one of the best Centers of World Ski Sport holding many major international competitions on the highest level.

It is honor and privilege to extend our heartfelt appreciation to the International Paralympic Committee for the opportunity to hold international championships and the Government of Khanty-Mansiysk Autonomous Region – Ugra – for the great work done, professional level of preparation of this competition and hearty welcome. The experience received during these days on the eve of Paralympic Winter Games in Sochi will be really invaluable for Russia.

From the bottom of my heart I wish all the athletes successful competitions and high-level performances, which will give you an opportunity as members of your national teams to take part in 2014 Paralympic Winter Games in Sochi.
